Reports To: Director of Strategic Talent Initiatives 

Location: This is a full-time hybrid role in Buffalo, NY. Our offices are located at Seneca One Tower (1 Seneca St. Buffalo, NY 14203) 

Job Summary: 

The Emerging Talent Programs Manager oversees TechBuffalo's high school and college programs designed to cultivate the regional tech talent pipeline, leading their planning, implementation, and management. This role involves the strategic development and execution of engaging high school programs (including summer accelerators, immersive experiences, and bootcamps) and the comprehensive oversight of the flagship PowerUpTech program – encompassing the summer internship experience, the Alumni Network, and international student retention strategies. Collaborating extensively with employers, K-12 school districts, universities, community partners, and program alumni, this role ensures these initiatives effectively attract, develop, and retain diverse tech talent for Western New York, aligning directly with TechBuffalo's strategic goals.

Primary Responsibilities: 

  • High School Program Development & Management: 
  • In partnership with the Director of Strategic Talent Initiatives, lead the strategic development, planning, and execution of TechBuffalo's high school tech talent initiatives, including summer accelerators, immersion experiences, bootcamps, and potential school-year programming. 
  • Establish and maintain strong relationships with K-12 school districts, educators, and community partners to support program recruitment, curriculum development, and delivery. 
  • Track program metrics and report on key performance indicators (KPIs), including participant satisfaction, employer engagement, and talent retention rates. 
  • PowerUpTech Program Planning & Management:  
  • Oversee all aspects of the PowerUpTech summer program, including curriculum development, event planning, logistics, budgeting, and assessment measures. 
  • In partnership with the Director of Strategic Talent Initiatives, develop and implement a comprehensive strategy for recruiting high-potential college students (both locally and nationally) to the PowerUpTech program. 
  • Create and manage the budget for the PowerUpTech program in collaboration with the Director of Finance and Operations. 
  • Track program metrics and report on key performance indicators (KPIs), including participant satisfaction, employer engagement, and talent retention rates. 
  • Alumni Network Management:  
  • Lead the development and growth of the PowerUpTech Alumni Network and provide guidance and support to the Alumni Advisory Board. 
  • In collaboration with the Advisory Board, plan and execute alumni engagement events and initiatives, including networking events, professional development workshops, and mentorship programs. 
  • Track alumni career outcomes and engagement with the WNY tech ecosystem. 
  • International Student Retention:  
  • Support the Director of Strategic Talent Initiatives to develop and implement strategies to support the retention of international student talent in Western New York, including collaborative partnerships with universities, employers, and legal experiences to create pathways for international students to secure long-term employment in the region.  
  • Stakeholder Management:  
  • Build and maintain strong relationships with key stakeholders, including employers, universities, and community organizations. 
  • Represent TechBuffalo and PowerUpTech at local industry events, career fairs, classroom visits, and tabling opportunities. 
  • Serve as the primary point of contact for PowerUpTech participants and alumni. 
  • Budget Management:  
  • Manage assigned program budgets, ensuring responsible allocation of resources in alignment with program goals. 
  • Maintain a strong understanding of program-related expenses and revenue, ensuring activities stay within budget guidelines and collaborating with the Director of Finance and Operations as needed. 

Qualifications: 

  • Education: Bachelor's degree in a relevant field required; Master's degree in a relevant field preferred (e.g., Education, Business Administration, Non-Profit Management, Human Resources, etc.). 
  • Experience:  
  • Minimum of 3 years of experience in high school education, higher education, program management, talent development, workforce development, or a related field. 
  • Proven track record of successfully planning and executing complex programs or projects. 
  • Experience building new or expanding on talent development programs. 
  • Experience working with college students and/or young professionals. 
  • Experience working with or in the tech industry strongly preferred. 
  • Experience working with international students and/or familiarity with immigration issues a plus. 
  • Skills:  
  • Excellent project management skills, with the ability to manage multiple priorities and deadlines. 
  • Strong program evaluation and data analysis skills to track key metrics. 
  • Strong communication, interpersonal, and presentation skills. 
  • Ability to build and maintain strong relationships with diverse stakeholders.  
  • Creative problem-solving and strategic thinking skills. 
  • Ability to quickly and effectively pivot and adapt to evolving priorities and circumstances. 
  • Budget management and financial reporting skills. 
  • Proficiency in Microsoft Office Suite and project management software.

Compensation & Benefits: 

The salary range for this role is $55,000 - $75,000. Candidates possessing extensive experience and/or demonstrating exceptional qualifications may be considered for compensation towards the upper end of this range.
